Notify Health is recruiting a Monitoring, Evaluation, and Learning (MEL) Officer to support its growing vaccination reminder programmes across Nigeria.
This is a full-time remote position, with Abuja preferred, and is suitable for professionals with hands-on experience in monitoring and evaluation, programme analytics, data management or similar data-driven roles within health and development programmes.
The successful candidate will play an important role in maintaining data quality, reviewing high-volume data submissions, supporting programme evaluation, overseeing digitisation processes and identifying opportunities to make the organisation's monitoring and evaluation systems more efficient.

About Notify Health
Notify Health is a start-up nonprofit working to improve childhood immunisation outcomes in Nigeria. Its mission is to help ensure that children receive life-saving vaccinations at the appropriate times.
The organisation focuses on a common challenge in immunisation programmes: caregivers may miss vaccination appointments because they forget or are unaware that a child needs to return for another dose.
Notify Health addresses this challenge by sending SMS and automated voice reminders to caregivers in more than 10 Nigerian languages.
According to the organisation, its reminder programme has reached caregivers of more than 50,000 children across three Nigerian states since its founding approximately two and a half years ago.
Notify Health works with local partners and leverages existing government systems and Nigeria's widespread mobile-phone usage to deliver targeted immunisation reminders.
The organisation also works on improving its approach through technology and data, including initiatives involving mobile vaccination outreach, optical character recognition (OCR), WhatsApp chatbots and geospatial data.
About the MEL Officer Role
Data and evidence are central to Notify Health's work. The MEL Officer will help ensure that programme data is collected, processed, analysed and reported accurately.
A substantial part of the role involves hands-on data work. The successful candidate will regularly review submissions from health workers and partner staff, assess data quality, identify errors, determine which information can be used, correct issues and provide feedback.
The role also involves routine audits, data analysis, digitisation quality control and programme evaluation support.
Beyond routine execution, the MEL Officer will be expected to identify inefficient or error-prone processes and recommend improvements. This could include better templates, process changes and automation.
The position is particularly suited to someone who enjoys careful and detailed data work, is comfortable with technology and wants to use evidence to contribute to improved health outcomes for children.
Key Responsibilities
1. Executing the MEL System – 60%
The largest portion of the role focuses on routine monitoring and evaluation activities, including:
- Reviewing data submissions from health workers and field staff.
- Providing clear feedback to improve record-keeping and photo quality.
- Conducting continuous audits of programme and project implementation.
- Producing reports based on monitoring findings.
- Developing thoughtful recommendations from programme data.
- Supporting programme evaluation activities.
- Processing, cleaning and analysing programme data.
2. Facilitating an Accurate Digitisation Process – 20%
The MEL Officer will also be responsible for maintaining quality throughout the digitisation process.
- Reviewing photographs of health records.
- Determining which records should proceed to data entry.
- Identifying records that should be discarded due to quality or usability issues.
- Overseeing data entry activities and ensuring timelines are met.
- Troubleshooting digitisation issues when required.
- Reviewing completed data entries for errors and quality problems.
- Checking records before caregivers are enrolled for vaccination reminders.
- Reviewing and adjudicating data-entry discrepancies.
- Determining the likely causes of discrepancies.
- Producing feedback and reports for the data-entry team.
3. Process Improvement, Training and Learning – 20%
- Travelling to key training days when required.
- Training staff on SurveyCTO data collection and data entry.
- Teaching teams to use Notify Health's forms, templates and processes.
- Contributing MEL findings and lessons to regular programme meetings in implementation states.
- Identifying ways to make M&E processes more efficient.
- Proposing process improvements, automations and template improvements.
- Helping strengthen data systems based on practical experience.

Essential Requirements
- Bachelor's degree or equivalent professional experience in a relevant field such as Public Health, Epidemiology, Statistics, Social Sciences, Natural Sciences, Development Economics, Computer Science or Business Administration.
- At least 3 years of hands-on experience in Monitoring, Evaluation and Learning, programme analytics or similar data-driven roles in health or development programmes.
- Strong practical spreadsheet skills, particularly Google Sheets, for data management, analysis and reporting.
- Excellent attention to detail and the ability to perform repetitive data processes accurately.
- Clear and proactive written and spoken English communication skills.
- Fluency in Nigerian Pidgin.
- Ability to work remotely with a reliable home-office setup, including dependable internet and a laptop or desktop computer.
- Strong alignment with Notify Health's mission and commitment to using data honestly and rigorously.
Preferred Qualifications
Applicants with the following additional experience may be particularly relevant to the role:
- Familiarity with digital data-collection platforms such as SurveyCTO, ODK or KoboToolbox.
- Experience training other people to use data tools.
- Knowledge of additional Nigerian languages, particularly Ebira, Tiv or Fulfulde.
- Experience working within the Nigerian health system.
- Experience working directly with CSOs, health workers and facility-level data.
- Previous immunisation programme experience.
- Proficiency with SQL, Google Data Studio or Google Apps Script.
